Why do I have such bad luck removing extra van seats??

I had this problem with my first van and now it’s back 🧟♂️ I cannot get 2 bolts out that are securing the rear-facing captain’s chair in my 2003 Ford retired ambulance. One bolt just spins and the other doesn’t move at all. I sprayed it with WD-40 and I’m letting it sit overnight. If this doesn’t work, I’m going to try cutting the bolt tops with a Dremel or reciprocating saw. I’m open to any suggestions. Thanks! 🚐
