Can I get into a German university with low A-level grades and without Studienkolleg?

I'm an international student interested in studying engineering in Germany.
I have completed A-levels, but my grades are lower than what many competitive universities usually require. I am trying to understand my realistic options.
My questions are:
1. Can I be admitted directly to a German university with low A-level grades?
2. Is it possible to study at a public university without attending Studienkolleg?
3. How much do A-level grades matter for engineering programs?
4. Are there any universities or Universities of Applied Sciences (Fachhochschulen/Hochschulen) that are more flexible with admission requirements?
For context, my Cambridge A-level grades are:
\- Mathematics: C
\- Physics: B
\- Chemistry: B
