Are racial mounts warbound?

I recently got to 300 mounts and was looking to get to 350. I noticed though when I farmed org rep on my blood elf character, I got to exalted but being able to now ride org wolves didn't make my mount count go up? Also, all of my characters are horde, if i make alliance characters will this count towards the overall mount count go up?
