Can session continuity be preserved independently of transport?

I’m exploring a model where session identity is independent from the underlying transport.

session identity = stable
transport/path = replaceable

This allows sessions to survive:
- path failure
- relay loss
- transport replacement

I’m trying to understand how similar problems are handled in real distributed systems:

- how do you handle degraded → failed transitions?
- how do you avoid oscillation (flapping)?
- how do you keep decisions explainable?
