Can someone explain: Why does Japan still have a declining/low birth rate, even though the Japanese goverment has enacted several nation-wide policies to tackle the problem?

Women wants to achieve high prestigious position at work; there expensive housing; Man are working themselves to death; Both Man and Woman have no time for anything else than work, sleep, travel, repeat.

Because of the rapid improvement in their economic opportunities, young Japanese women are increasingly hesitant to marry and have children. Women's participation in four-year college degrees increased rapidly over 51% by 2020. Young women's employment has also increased significantly. Women aged 25 to 29 nearly doubled their labor-force participation rate from 45% in 1970 to 87% in 2020.
The persistence of traditional domestic gender roles (which place a heavy burden on women to manage housework and childcare) is also to blame for Japan's declining marriage rate. Japanese men continue to contribute very little to domestic tasks (man only work themselves "to death" having very little impact on family life).
The Japanese government should assist women and couples in balancing work (and family responsibilities) in order to reduce the high social and economic costs associated with countrywide population decline.
The labor market in Japan must become more family-friendly. Gender roles at home must become less traditional.
Even if policy efforts (to make the workplace more family-friendly and the home more gender-equal) fail to increase fertility and slow population decline, they will almost certainly improve the well-being of Japanese families by improving family life quality.
Japan is not the worst... Taiwan has fertility rate at 1,07% and South Korea has fertility rate at 0,81% (Japan has it still around 1,30%).
