What’s the deal with Hugo?

I want to know more about what’s going on in local government. Hugo’s my councilman, but from what I’ve heard, he’s somewhat controversial. What do people like about him/dislike about him?

I know that Hugo was/is a DSA candidate, and that in it of itself brings some heat.
