The first step for protection of a woman if she is a daughter, her father will take steps for her protection, train her how to protect herself outside the house, if she is a wife, then her husband. All her measures for her protection will be told by her husband as to how she is to be protected.
Second, it is our state's responsibility to protect women. In our religion, Islam, it is also mentioned that the protection of women is the responsibility of the man at home; if it is outside, it is the responsibility of the state.
