Guys i hate to say this but urban cities have turned into hell in Pakistan. What can be done?

I am so sorry for saying this but the citizens coming in from rural areas into urban cities for work like drivers, guards, etc have no civic sense or etiquette whether its driving, following rules or respecting women. Is there any thing at all we can do?
