Why is Arabic not widespread throughout the UAE?

It seems like there's no grand social bubble that everyone is a part of, but rather every ethnicity/nationality is in its own bubble.

I live in the UAE and it confuses me why everyone is split between Arabic, English, and Urdu. It makes communication difficult between ethnicities. If you go to a place like the UK, everyone is eventually gonna assimilate and learn become fluent in English and the local culture. Now obviously I don't think people should abandon their home culture, but common folk struggling to understand each other is a issue imo.

Apparently KSA doesn't have this problem? I hear you can find some expats speaking full Arabic instead of a broken version of it.
