Milk/haze in glass itself?

So I finally broke down this Soligor CD P 135mm f2 which was a chase lens for me and it’s optically perfect EXCEPT this one element that has this hazy, milky thing about it INSIDE the glass, and is present when you shine light through it and tilt the light source to the side. It shows the most then. I broke down the entire lens and got the exact element, and it’s not able to be further separated. It looks like one solid piece of glass. How am I supposed to clean this if it’s not on the surface it’s in the glass?

It’s not fungus m, it’s not scratches, it’s not on the surface. Is there nothing to do here ? Doesn’t appear to be two elements glued together or any way of separating it further. It was like the 4th element in.
