If you are going to lend a tool to someone, a ladder, a jigsaw or a drill for example, both agree and set a calendar reminder on your phone when you give it. If it isn't given back or at least offered back before this date, you pay x amount. This is two fold, you remember who you give your tool to and they have incentive to bring it back.
