Domestic manufacturing should first be about the workforce, not the infrastructure
If we want Pax Silica to be a net benefit to this country, then the focus should be on our workforce, not whatever investments or infrastructure will be made
If for example, we suddenly have a dozen manufacturing and processing plants appear right now in the country, processing and manufacturing high end export products, would we have the workforce capable of staffing these facilities right now? Do we have the technical expertise and knowledge to operate them? Or would we be reliant on outside experts to come in and do the job?
I am near one of the offices of the Metro Manila Subway Project all the time, and the one thing you notice is that a lot of people wearing their uniforms are foreigners
Having a capable workforce is the key thing here because if our end goal is to have a domestic manufacturing industry, if our goal is to be able to make and export high end products ourselves, then we need to workers not only to staff these facilities, but to gain knowledge and transfer this knowledge to other local workers. If our expertise all lies with foreign consultants, they will take that knowledge and fly back to their countries with it, they are not going to leave that knowledge here.
We will only benefit from manufacturing if we take knowledge and keep it locally, and spread it locally. If all of our knowledge flies away in the end to different countries, it is those other countries who will benefit, not the Philippines.
With this, we must have a plan on how many thousands of technicians and engineers we need to develop and have coming in the pipeline, what their expertise and knowledge needs to be, and how do we give it to them. How many hundreds of teachers and researchers and experts do we need to have, in order to develop thousands of technicians and engineers?
If we want to be a manufacturing country, step one is developing a workforce that is capable of doing the job that you will ask them to do.
