How to determine the absolute value of cat litter?

Cat litter is sold by weight 99% of the time. But since volume is a much more important variable due to each litter being made of a different clay of differing density and because there are buffing agents like baking soda, perfumes, mixed types of clay, weight is a pretty useless metric and serves only to mislead the customer.

Sure I COULD buy every brand of cat litter to determine each individual volume. But unfortunately, that's not the only important variable, as absorbency improves the mileage and its ability to prevent smells is always an added bonus.

Is there a practical way I'd be able to grade absorbency rating and then formulate an algorithm for determining the best price to quality by volume ratio?

I could grade them based on how many ml of litter is required to absorb 50ml water and then incorporate the price per L into an equation with the score I give it. But then I'd have to buy each product to determine the volume of the container rather than the meaningless weight advertised on the packaging. I guess I could ask for local donations of litter since it's for science and a community service to prevent overspending.
