Stats as die modifiers vs success thresholds

I’m working on a wargame with d6-based mechanics (hits, defence, armour, morale, etc).
I’m trying to decide how unit stats should affect rolls:
A) Modify the die result (e.g. +1 / -1 to the d6 roll)
B) Modify the success condition (e.g. needing 4+ instead of 5+)
The issue is:
Approach B is easier to understand in terms of target numbers, but creates counterintuitive modifiers:
+1 makes things worse (higher required roll), while -1 is actually a bonus.
Approach A keeps modifiers intuitive (+ is good, - is bad), but modifying the die result itself feels less natural.
What approach would you recommend and why?
