Why does this happen? I change spec and my Cooldown Manager doesn't follow

I have 0 addons installed, I tried using Cooldown Manager Fix, didn't work for me.
It's pretty annoying because I queue dungeons as any role so I constantly need to go to my edit mode to switch it manually or do a /reload.
