Emu: Legal in the city?

Practicalities, logistics, and ethics aside: is it legal to have an emu in Seattle?

I’ve read the code https://www.seattle.gov/construction-and-inspections/codes/common-code-questions/animal-codes on animals, but it isn’t super clear on the “no” front.
