In Hotan, where 96 percent of the population is Uyghur, birth rates fell from 20.94 per thousand in 2016 to 8.58 per thousand in 2018. In Kashgar, where approximately 92.6 percent of the population is Uyghur, the birth rate dropped from 18.19 per thousand in 2016 to 7.94 per thousand in 2018. Even when accounting for the general decline in birth rates across China, these figures remain extraordinary and striking. The same applies to the figures for sterilizations and intrauterine device (IUD) insertions in the XUAR; official data indicate an unusually sharp increase in both procedures in the region during 2017 and 2018 compared to the rest of China. For instance, in 2018, the rate of sterilizations in the XUAR was 243 per 100,000 people, whereas the national figure for China was only 32.1 per 100,000—a mere fraction of that amount.
