Should I upgrade my city commuter?

I live in St. Louis in the city and use a combo of my bike/scooter™ and a car to commute to work only a couple miles away depending on the weather.

Currently I ride a Honda Navi. It's little and twitchy, accelerates quickly, great for easy lane filtering, has a convenient storage compartment, I'm not tall so the size is nice. I don't need highway riding really because I really stay city-bound for the most part. I don't mind it being slow as hell because I never need or even really have opportunities to go faster when there is a stop sign every few blocks. Sometimes folks on motorcycles think it's a cool little thing and others try and flex on me. I really don't mind it, not a concern for me.

Here's the down side: It's incredible sketchy and sometimes feels wildly unstable. If it is too windy, it isn't really even worth taking it out because it feels like I am going to be sent flying. I only way about 115-120 lbs so I don't add a whole lot of weight to it. Not great in the rain. It hates the cold. You can get it running eventually but it has to sit there for ages warming up in cold weather. If it isn't nice out, I just take my car, which is not in great shape but it pretty much sits unused all summer while I cash in on gas savings with the Navi's good mileage.

What do y'all think? Do I upgrade?

I don't hate the idea of sizing up just a tad to something like a CB300R or something of that nature just to increase stability and reliability but is it even worth it? The Navi is such a good bang for its buck. I've read some about city commuting and a lot of folks are recommending scooters, so I'm wondering do I already have the right thing going?

TLDR: I live in a city. Do I upgrade what is essentially a scooter (Honda Navi) to a low cc motorcycle? Or is a scooter really the best option?
