No announcement to customer teams means Mercedes never had >16 compression ratio?

It seems like with the new compression ratio testing rule in place for Monaco that if Mercedes had been using expanding materials at temperature to get higher than 16 compression ratio that they would have to tell their customer teams not to use any engines from the beginning of the year going forward. Do we know if there have been any such announcements? I haven't heard anything. So, that plus how blase Mercedes has been about this rule change makes me think this trick was not where their engine performance was coming from. People still seem to be talking about this as a thing though. Are teams generally still using their first engine of the year? Do teams get all their regular allotment of engines at the beginning of the year or does Mercedes deliver new engines according to some schedule. It seems unlikely that any illegal engines from the beginning of the season would have been phased completely out already for all customer teams so I keep coming back to not having heard about Mercedes warning to customer teams not to use old engines.
