Threatening memes are punishable when they create fear and show clear intent to harm someone's life, safety, reputation, or property. Calling it "just meme" does not remove accountability. Once fear is intentionally caused, it is no longer humor- it becomes intimidation.
Memes become illegal or invalid when they contain direct threats, encourages violence, spread false accusations, or damage a person's honor. ďťż Freedom of Speech is not Freedom to Harm. Expresion ends when abuse begins.
Threatening is only valid under ASR - the right of Self Defense or Self Protection - when there is a real, immediate, and unlawful threat. Defensive action must be necessary and proportionate. Outside of that, threatening is abuse of power.
