🧩This is a fabric-formed concrete mattress. Two layers of woven fabric are laid over the slope, then concrete is pumped in between them. The fabric is tight enough to hold the cement and sand, but lets the water through. Under pumping pressure the excess water bleeds out, so the concrete that cures is actually stronger than the mix that went into the pump.
The bumpy surface is deliberate too. It slows water running down the slope and cuts wave run-up. And because the fabric stops the concrete washing away, the whole system can be filled underwater without draining the river first.
