Does it make sense to get a low powered PC to save on power consumption?

So prices of power in Poland are just so freaking high it gets ridiculous. I thought that maybe I can just build a tiny PC with some lowest tier of i5 of current/last gen, some 8GB of RAM and a fast drive and use that for everything that doesn't involve gaming.

I am aware though, that PCs don't use a lot of power when they're not doing much, so the question is does it even make sense? Will my gaming i9+RTX2080 PC use more power when watching yt and other media in general, doing things in ms office, and the similar light tasks compared to something I described above?

Alternatively I can just use the Steam Deck in desktop mode, but it's kinda pain to deal with windows on it, and I need a painless access to word and excel. But ey, it can only suck up 15W.
