Uganda visa help

Has anyone applied for a tourist visa for Uganda? How did you upload the necessary documents? I have a picture my passport and a photo of my passport photo, plus a pdf of my ticket, but the maximum fill size that can be uploaded is 250KB, all my files are >1MB after using a compression tool.

How do I do this?
