Yes, in my opinion, there was a soft violation. The policy is meant to keep things neutral and free of emotional or personal involvement. But in this case, a slight personal touch and emotional tone were evident — making the "no strings" a bit... stringy.

If I were Lucila, I’d first hand Mario a hot cup of chocolate and calmly say:
“Mario, we’re not in Mushroom Kingdom anymore. This is Tangled — we fight with minds, not mushrooms!”
I would remind him that logic is our shield and kindness is our weapon. I’d help him understand that being emotional isn't a crime — but letting emotions override rules can cause a digital crash!
