Gutter drain floods

I have a gutter drain that drains significant water. It enters into a pump that goes into the ground. I am not sure how far that pump is supposed to go, but I know when they put it in they stopped after a couple of feet due to a root system.

In addition to this, the bottom pipe is not fitted to the gutter, so as it sputters up mulch, it gets in there and clogs it. How serious of a problem is this? I have tried to tape the pipe and the gutter together but it isn’t a real solution. I thought about a splash guard but I would either need to cut or remove the bottom pipe. And I’m not sure if this whole thing was installed in a way that can cause cascading issues, and the only real solution is to cut down the tree that was creating the root issue and reinstall the pipe.

Any suggestions?
