How do I remove this hard stain from my shoe

I accidentally stepped on puddle of dirty water and got these stains. I tried scrubbing them with washing soda and let it dry for an around 2hrs. I wiped it off with a cloth later. But these stains show no signs of going away. I would greatly appreciate any help.
