Basement waterproofers cemented over sewer access?

Editing to add: The second picture is the before, showing the cap and what it looked like before they cemented over it.

We had our basement waterproofed internally. Along the perimeter, there’s a thing on the ground that we believe is for sewer access. They cemented around it initially but there was leaking, so we had them come back out. They have completely cemented over the entire thing without asking me. I don’t know what it is for sure, all I know is I don’t want to run into issues in the future either way.

I expressed concern and talked to a supervisor. Their response:

“Hello, yes I spoke with the crew, they said they had to cover that cap to have any chance of that area not leaking. The cap is still there and can be accessed after chipping the concrete if ever needed but if we remove the concrete from that area it will most likely leak again because of how thin the concrete is in that area.”

I’m looking for guidance on if their reasoning makes sense and if it actually matters that it was covered.
