🇸🇩 Sudan’s army chief Abdel Fattah al-Burhan said participants in a proposed national dialogue would receive temporary immunity and legal and security guarantees, while ruling out any return to power for RSF leader Mohamed Hamdan Dagalo, known as Hemedti.
Al-Burhan said pending criminal proceedings against dialogue participants could be suspended during their involvement, but that the measure would not be a pardon or affect the rights of people who had filed complaints. ⚖️
He said the army was open to a serious peace initiative but rejected what he called an “incomplete peace” that restored the Rapid Support Forces or its supporters to power. He said RSF forces would first need to leave cities and gather in designated areas before talks on fighters’ status and possible integration could begin.
The position underscores the central obstacle in negotiations over the war that began in April 2023 between the Sudanese Armed Forces and the RSF.
