Has the MOU regarding the CBA extension changed rules governing retention rights for European players?
Specifically KHL players. Kirill Kaprizov, for example, signed when he was 23, which on its surface the MOU would seem to indicate he'd have been free and clear to sign with whichever team he wanted if he signed under the new CBA rules. (Attachment 31 indicates that you have a players rights until the 4th June 1st after being drafted when they are 18, or 3rd if they are 19.)
However, it's been pointed out to me that rules governing KHL players were in a different section and thus may not have been changed under the new CBA. Anyone have information on this?
