Which graphic tablet is the best?

I want to gift my girlfriend a graphic tablet since shes always been drawing on her phone, but i obviously know nothing about digital drawing so i dont know what to pick, budget is within normal limits, i dont have a fortune to spend but i still want to get her something good.
