i5-14400F only POSTs after Clear CMOS — red CPU LED after every restart

I recently upgraded my PC from an **i5-11400F + ASUS H510** to an **i5-14400F + MSI PRO H610M-G DDR4**, and I’m having a strange POST issue.
After assembling the system, Windows showed the **BitLocker recovery screen**. I entered the recovery key, the PC restarted, and then it got stuck with the **red CPU EZ Debug LED permanently on**.
If I perform a **Clear CMOS**, the PC is able to POST again and I can enter the BIOS normally.
I completely formatted the drives as well, just to rule out BitLocker or Windows-related issues.
The problem is always the same:
**Clear CMOS → POST → enter BIOS → everything is detected correctly → exit BIOS / restart → red CPU LED → no POST**
After that, I have to clear CMOS again to get another successful POST.
The failure happens **before the system even tries to boot from a drive or USB**, so I don’t think the OS is involved.
What confuses me is that the motherboard can clearly initialize and detect the i5-14400F after a CMOS reset, but after the first restart it gets stuck on the CPU debug LED.
**I’m trying to figure out what the problem is, but honestly I can’t think of anything else to try.**
