But are they for hire and, if they are not returned to the correct place, are they useable?
Yes you can rent them via smartphone. Eventually somone comes to either collect them or change the batteries. You dont have to park them somewehere specific, hence people just leaving them behind.
I suppose they're fitted with a tracking device, so they aren't lost. I don't recall these in London before moving to the US. I've observed them from afar in San Francisco and think they're used mainly by tourists. Locals are wedded to their cars.

yes gps tracking in the batteries, here its youth using them mostly hence the carelessness.
