For me, two-thirds of 24 senators means 16 votes.
I would not automatically reduce 24 to 20 just because some senators are unavailable. The correct number depends on the Constitution, Senate rules, and the legal interpretation of who is counted for the vote.
For me, the important thing is that the final decision should follow the law, fairness, and due process—not assumptions.
