House on top of a natural spring

Bought our home a few years back and last year started to have water seep through concrete on wet days. Turns out our drain tile was essentially closed off so we got the drain tile replaced and a new sump pump and basin. Ever since June of last year, our sump pump has run non stop. The longest it goes without running is at best 10 mins. We just had a ton of rain and it was running literally every 10 seconds. Due to our small property size we have nowhere to run this water off to so we have it draining to the street into the storm drain. There is a non stop small creek running down the street and into the drain.

It ran all winter even after temps reached well below zero and turned the street into an ice rink. Our neighbors have zero issues with water from their home so it is just us.

My question is what could possibly be causing this? Is this a natural spring? What else could it be? If it is a natural spring what are solutions? The only thing I could think of was a dry well but I don't think a dry well would do anything due to how little yard we have to work with.
