In my understanding, two-thirds of the 24 senators is 16 votes.
The Philippine Constitution specifically says that an impeachment conviction requires two-thirds of all the Members of the Senate. Therefore, simply having four senators unavailable does not automatically change the total from 24 to 20 and reduce the requirement to 14 votes. The legal question is whether those senators’ seats are actually vacant or whether the law provides another rule for calculating the required vote. So, based on the wording “two-thirds of all the Members,” I would not automatically reduce 16 to 14 just because four senators cannot vote
