For the first choice, I would pick water because life without electricity is still manageable, but living without water is impossible. However, there is one challenge — in my city, water usually comes through a motor that runs on electricity, and we don’t have wells. Still, I would choose water because it is a basic necessity for survival.
For the second choice, I would choose shoes because they are very important. If I need to go outside, I cannot walk properly without shoes. They protect my feet and make it possible to move around comfortably.
For the third choice, I would choose a pillow because my city has a hot climate most of the year. We don’t experience much cold weather, so a blanket is not as necessary for me. A pillow helps me sleep comfortably every night, so it’s the best option for me.
Our water flow is basically controlled by gravity. There are four large above-ground (elevated) tanks (holding a total of 2.8 million gallons of water) that service water customers. The city (who supplies the water after treating) does need electric to supply water to fill those tanks, but when full they will roughly supply water for about a day and a half if the treatment plant lost all power for some reason.
This is really a very good thing that you have such a facility available. Here, in our homes, water storage tanks are built underground. So if the water in those tanks runs out, we have to wait an entire week for our turn to receive water.
