Anderson 100 Series Windows- Is this right?

id a full frame replacement with Anderson 100 series, double hung, with screen. After installation, the the window is raised out from the plane of the house/siding, which is something I'm not familiar seeing. The installer explained this was done purposefully, as there is 3 layers of siding on our house, and it would not be possible to waterproof otherwise- they bumped the frame out for this reason.
On the inside, the window is very recessed.
He also said the exterior siding/trim is not meant to cover the part that exposed, as that would cause water issues.
