How does trespassing / public land work in your country?

Not talking about walking across someone's backyard or going off trail known scenic spots, but say you're in a undeveloped area and you spot a particularly nice forested hill. Is anyone going to yell at you for walking across their property to the top of the hill? Is there such things as private ranches on the undeveloped unfarmed lands? Who owns the mountain tops that are above tree line? Is there a government agency like the Bureau of Land Management in the US that builds the trails and also manages grazing and mining etc... Is barb wire a common sight?

Is there such a thing as liability where a person can sue the landholder if they get injured on someone else's land?
