Is making biofuel from seaweed a better alternative than making ethanol from Sugarcane and broken rice ?

The ethanol will be used for blending with petrol (E20). By better I mean better for the environment but I want to know how seaweed biofuel compares to ethanol when considering both the environment and the energy requirements
