What's the best time to rearrange my perennials in the garden?

Last year my tree in my garden was pollarded (thanks HOA!) and it means the sun loving plants that got lots of sun when I planted them last year are now somewhat shaded. Lots of leaning to the sun. To be honest I also planted quite chaotically and things have grown accordingly - lots of short plants behind tall plants, etc.


I want to rearrange the garden, but I'm not sure when they'll tolerate it best. I also have absolute garbage for soil so I'd want to put in some mulch and better dirt at the same time.


Is this something I can do this year or do I need to wait for spring?


I'm in zone 8b, and I'd be moving the following (plus some little ground covers and sedums that I don't care about)

* Lavender (rather large)
* Creeping rosemary (small)
* Crocosmia
* Lupins
* Wild rose (planted last year)
* Rose (planted this year)
