Worth upgrading from 7700x to 9800x3d with locked 60Fps to eliminate stutters?

9070 non XT / 7700X / 750w
32GB / Asus B650-PLUS
Playing on TV and I need 4K 60Fps for story games, with FSR Quality/Balanced if needed.
Is it worth it to upgrade to 9800X3D for around $130? selling my 7700X and getting 9800X3D tray without warranty of course, is 9800X3D failing rate high with other MB too or only Asrock?
Should I go for it or wait for the next gen? Only concern about the 1% / 0.1% in some games, will I still see improvements even if it's locked 60Fps and 4K? Or it will not make any difference in this case and only difference if it's unlocked FPS?
