What is the best way to troubleshoot a new dimmer switch that is not working properly

I installed a new dimmer switch this weekend and the lights either stay off or flicker instead of dimming smoothly. I have double checked the wiring but the issue remains. What troubleshooting steps have worked for you with similar installations. Share what you checked and how you resolved it
