Companies don’t know what they want to hire for

I’ve gotten several interviews with the recruiter. All seemed well, they were excited because my skills aligned well with the description, and they told me they’d review it with the HM and get back to me. And then they get back to tell me they’d reviewed and are moving forward with different candidates about a week later. What I realized is that they *also* changed the job descriptions of these roles in that time to now heavily focus on a responsibility that was originally much more minor compared to everything else.

For example, one role was a Manager of technical support. The entire description focused heavily on building out processes, coaching, strategizing, etc. There was 1 line on handling escalations. After being rejected, the JD was changed to much more heavily focus on escalations (which I was capable of handling, too, but that wasn’t what the interview focused on so we didn’t discuss it much nor was it a primary point on my resume; I would’ve made my skills clearer in that area if that had been the primary focus originally). Mind you, this was a role that had been open for about 2 weeks already, so it definitely wasn’t that they accidentally put up the wrong description.

It just feels like these companies don’t know what they actually want and/or aren’t doing a great job explaining to recruiters what they’re really looking for. It’s frustrating to spend time on apps just to have the goalposts shifted. Could just be these roles I’m applying for, but curious if anyone else has noticed something similar?
