I think we are lacking in discipline, good governance and focus on own natural resources. Pakistan has much more potential then Philippines to grow faster due to geographical existence, vast fertilized land , water and seasons.
Philippines have less pressure of defence, they didn't have strong rivalry on borders like Pakistan. So they are focusing more on infrastructure like airports, university and research center.
One thing is most common in both countries that is corruption. Top to down and in every department they also suffering in. especially culprit political system and rigged voting mechanism rooted deeply. International Hidden pockets have heavy involvement in both countries.
