Light Rope 1 at both ends simultaneously.
Light Rope 2 at one end at the same time.
When Rope 1 has completely burned out, exactly 30 minutes have passed.
Now light the other end of Rope 2.
Rope 2 has 30 minutes of burning time left. Since both ends are now burning, it will take exactly 15 more minutes to burn out completely.
