Lemon trees not doing well since late frost in March hit them and they wilted for a while but then heated them in garage and they came back looking fine later but since that happened nothing but problems both trees fruited last year as well

Does anyone have any tips on what to do for a ponderosa lemon tree with heavy scale infestation I tried using alcohol to kill them but they still came back I used a toothbrush to try and scrape some off and applied neem oil after at night to let dry before morning it’s been about 2 weeks since that and now there’s sooty mold as well as more scales😭 I got no fruit this spring because I had flowers drop in April as well as some leaf drop so I fertilized the once but haven’t since because I don’t want to shock roots. Right now it has yellowing leaves too. Has any one had scale before or any tips. I also have a Meyer lemon tree that is very dark green and also has a minor infestation and didn’t fruit this spring either because flowers also dropped even know both trees are about 4 years old. Again haven’t fertilized either since about March. I’m thinking about cutting off the top of the ponderosa because it’s most infested but I already did heading cuts when I first got it in March when it was 8 ft tall and it’s about 6ft now so I’m afraid to cut again.
