How it changed from smartness ( being smart or intelligent) to secret information and spying ..

The same application but the term espionage is different from the civilian normal works … espionage is gathering of input for the reasons simply for the advancement information of one’s country and it’s official over the other.

And described as Official, legal , authorized, legit .. that's the way of covering it.
And seasoned with things like prevention, national security.. so no one ask about what they do. And it's always for the benefit of few high ranked people and companies, but never for citizens.. (another topic)..
So civilian or military or whoever do it , it's always espionage with different costumes and flavor

Its not espionage if ordinary people is the subject and not related to government-or its officers.
Let's check the definition :
To spy means to secretly watch, follow, or gather information on a person, organization, or country without their knowledge or consent.
And it's always linked to gov members and companies /lobbies that's the core of corruption.
None of them is exposed to investigations or pursuit or subject of info gathering. The magic of immunity is involved..
