What's the correct reaction when a kid you don't know has a minor accident?

I was cycling on a somewhat crowded promenade (cycling is explicitly allowed there), when a little kid on a scooter, maybe 3 or 4 years old, came in my direction and fell 2 meters in front of me. It wasn't a severe accident but the kid got scared, maybe got some bruises and started crying. I had stopped immediately when I saw the kid fall and looked around for the parents/people who were with the kid, and several people rushed there immediately. I figured the situation was taken care of and I couldn't be of any help, so I cycled off. I also remembered my own self during that age, and any person I didn't know would have made me panic in that situation, if they had approached me or even tried to touch me. So letting the parents deal with the situation would have been the best someone external could have done. But when I cycled away, someone yelled at me what a heartless person I was. I really wasn't trying to be an asshole, I just don't know what I could have done.
