Honestly one of my fav quote too. It means to me in simple language "A mute person has no enemy!!" Let me explain more, when we keep shut our mouth we are good to others but when we speak up the truth on someone's face, show someone their real face on the mirror, we invite trouble just like the fish when open it's mouth and got caught.
On the other hand it also means to me, we should only open our mouth when it's necessary like we should help ourselves first to not to get caught like the fish got caught by fisherman, so open mouth only when we want to protect ourselves just like the smart fish.
