Case fan settings with a DC fan in the mix?

I have 2 intake and 3 exhaust fans in my Lian Li A3. the 2 intakes are on PWM on a fan splitter.

The exhausts are 2 PWM fans and 1 DC fan on 1 fan splitter.

How do I set up my fan settings and curves in BIOS to be able to get quiet fans, as it seems that the one DC fan runs at 100%

Also, what is the best program to be able to test different fan setups for cooling and noise?
